Carries out government quality assurance throughout the Slovak Republic;
Provides for issuance of product quality and integrity certificates;
Provides for issuance of quality assurance system compliance certificates;
Provides for implementation of NATO procedures to the field of government quality assurance;
Based on STANAG 4107 and bilateral agreements, coordinates and provides for performance of government quality assurance duties in co-operation with relevant Alliance bodies and those of other countries;
Coordinates preparation of the generally binding legal regulations and internal administrative rules resulting from the legislation of the Slovak Republic and NATO STANAGs, for the field of government product and services quality assurance for the defence purposes and needs of the Slovak Republic, NATO member countries, partner countries and cooperating countries;
Provides for co-operation with the central bodies of the Civil Service (in particular, the ÚNMS SR, SÚTN and SNAS), pre-implementation of the generally binding legal regulations and NATO procedures for the field of government product and services supply quality assurance for the defence purposes;
Provides for and coordinates preparation of bilateral agreements on mutual government product and services supply quality assurance for the defence purposes with the relevant bodies of other countries;
Based on STANAG 4107 and bilateral agreements on mutual recognition of government quality assurance coordinates performance of government quality assurance duties with the relevant bodies of the Alliance, Alliance member countries and those of other countries;
Processes the applications, submitted to the relevant body of the Alliance member country or that of the other country, for government quality assurance, if a product has either been produced or provided for on its territory;
Provides for implementation of e-communication in mutual government quality assurance among the NATO countries;
Provides for government quality assurance of the products produced in the Slovak Republic, based on the application submitted by the relevant body of the Alliance member countries or that of the other countries;
Keeps files of the bilateral agreements on mutual government quality assurance recognition;
Deputizes for the state within the particular NATO Working Group and prepares briefing papers to NATO STANAGs in the field of government product and services supply quality assurance for the defence purposes.
Coordinates surveillance over product and service quality for the defence purposes, under Act 11/2004 Coll. of Laws, in line with the requirements by Slovak Defence Standards or NATO Allied Publications;
Carries out surveillance over product and service quality for the defence purposes at the manufacturers’/supplier’s in the Slovak republic;
Prepares the applications for carrying out government quality assurance out of the Slovak Republic;
Carries out government quality assurance following the requirements by the relevant bodies of Alliance member countries and based on the bilateral agreements made;
Provides for process of acceptance of applications for carrying out government quality assurance
Provides for process of planning for carrying out government quality assurance, including decision processing to performance of GQA;
Processes the government quality assurance plans;
Deals with deviations and exceptions from contractual requirements in case of verification by a customer, in conformity with § 18, Act 11/2004 Coll. of Laws;
Submits the applications for employment of a corporate body to perform supervision over quality/quality audits;
Submits requirements and processes supporting documents to make contracts on government quality assurance by a corporate body;
Submits the product quality and integrity certificates for issuance;
Co-operates in preparation of internal administrative rules and generally binding legal regulations in the field of supervision over quality;
Keeps files of applications for carrying out government product and services supply quality assurance for the defence purposes;
Provides for communication in mutual government quality assurance among the NATO countries.
Coordinates, complexly provides for and carries out quality audits at the contractors of products and services for defence purposes, based on the decision of government quality assurance or the contract made between the manufacturer or the supplier and the office under the special rule. It carries out quality audits in the territory of the Slovak Republic;
In case that the quality audit has been carried out pursuant to § 15, Section 8, Letter b) of the Act, it manages preparation of proposals for decisions on carrying out the quality audit (application recording, receipt and analysis, scope definition, quality audit procedure and conditions, preparation of decisions on quality audit accomplishment) and submits them to the Department Director for approval;
Co-operates with the Quality Surveillance Section in processing the product supplier risk analyses and product risk analysis pursuant to § 15, Section 5 of the Act;
It submits the product supplier risk analysis results to the Quality Surveillance Section, as a supporting document for processing the decision on government quality assurance or its refusal;
Processes and issues the quality audit reports, controls performance of corrective measures resulting from the audit, in case of justness it carries our the special quality audits;
Keeps files of the quality audits (application for and contracts on audits, carrying out quality audits;
Submits the requirements and supporting documents for making the contracts on carrying out quality audits, including financial backing in case that complex quality system audits will be carried our based on the contract made between the product manufacturer and the office or that made between the product supplier and the office following the special rule.
